10-3-4: AMENDMENTS TO RESIDENTIAL CODE:
The following amendments, modifications, additions and deletions to the International Residential Code 2015, are hereby made:
Iowa is inserted as the name of the state and City of Bettendorf as the name of the municipality in those parts of the codes where such insertions are necessary or appropriate.
All references to building line and zoning are void, and the subject matter of the Zoning Ordinance of the City (title 11 of the Bettendorf city code) shall be applicable.
All references to the housing code shall be interpreted as meaning the Bettendorf Housing Code (title 10, chapter 8, article A of the Bettendorf city code), and all requirements dealing with the housing code shall be as set forth in the Bettendorf Housing Code.
Delete R103 Department of Building Safety in its entirety.
Delete R105.2(1) in its entirety and replace with the following:
R105.2(1) One-story detached accessory structures, provided the floor area does not exceed 120 square feet.
Delete R105.2(2) in its entirety.
Delete R105.2(5) and replace with the following:
R105.2(5) Concrete flatwork on private property.
Delete R105.2(7) in its entirety and replace with the following:
R105.2(7) Prefabricated or constructed swimming pools that are less than 18 inches of water depth.
Add the following sentence to R108.2 Schedule of permit fees:
Electrical, Mechanical, and Plumbing fees shall be as stated in title 10, chapters 4, 5, and 6, respectively, in the city code of the city of Bettendorf.

Delete Section R302.13 (Fire Protection of Floors) in its entirety.
To R310.1 add exception 2: Basements in dwellings constructed since 1988 with habitable space, and every sleeping room, shall have at least one openable emergency escape and rescue opening.
To R311.7.8.2 Continuity. Add "Exception 3. Handrails within a dwelling unit or serving an individual dwelling unit may have one (1) offset or interruption per flight of stairs, not both, of six inches in total length and shall be considered, for the purpose of this code, to be continuous."
Delete R312.1 in its entirety and replace with the following:
R312.1 Guards required. Porches, balconies or raised floor surfaces located more than 30 inches (762 mm) above the floor or grade below shall have guards not less than 36 inches (914 mm) in height. Open sides of stairs with a total rise of more than 30 inches (762 mm) above the floor or grade below shall have guards not less than 34 inches (864 mm) in height measured vertically from the nosing of the treads.
Porches and decks which are enclosed with insect screening shall be provided with guards where the walking surface is located more than 30 inches (762 mm) above the floor or grade below.
Exception:
A protective bar 11/2 inches or more in height, capable of withstanding a horizontal load of 50 pounds plf (730 N/m) installed on the accessible sides of the screening 34 to 38 inches above the floor may be used in lieu of the guard requirement for screen rooms and porches.
Delete R313 Automatic Fire Sprinkler Systems in its entirety.
R320 Accessibility is hereby deleted in its entirety and replaced with Iowa administrative code 661, chapter 302.
Delete Table R403.1 and all references to and replace with the following table R403.1:

      1.   Foundations may support a roof in addition to the stipulated number of floors. Foundations supporting roofs only shall be as required for supporting one floor. Footings shall be continuous and contain a minimum of two 1/2" reinforcement bars, and have a minimum compressive strength of 2,500 pounds per square inch at 28 days.
      2.   A one-story wood frame building used for private garage, detached accessory to a single family dwelling and not over 720 square feet in floor area may be constructed on a floating slab-on-grade provided the following conditions are met: A concrete perimeter grade-beam, twelve inches deep and twelve inches wide and reinforced with two 1/2" reinforcement bars shall be installed to support the exterior walls. A minimum four-inch thick concrete floor slab reinforced with wire mesh or fiber mesh shall be installed within the perimeter beam and shall be formed to allow a continuous pour consisting of the required grade beam and floor.
      3.   Buildings or portions of buildings containing mechanical installations and connected to underground utilities shall be supported on a continuous, frost- free foundation capable of resisting the movement of the slab-on-grade.
      4.   Cast-in-place concrete foundations walls shall be concrete having a minimum compressive strength of 28 days of not less than 3,000 pounds per square inch. In addition, the following shall apply:
(a) The minimum thickness of a wall shall be 71/2 inches.
(b) Walls shall be reinforced with no less than three half-inch diameter deformed ASTM A615 grade 40 steel bars placed horizontally at the center of the wall, with one bar located near the top, one bar located near the bottom, and one bar located near mid-height of the wall.
Add new Section 404.1.3.2: Footings requirements for decks without roof support.
All decks shall have a minimum footing size of 12 inches in diameter and 42 inches in depth.
Add new Section 404.1.3.3: Footing Requirements for covered deck and room additions
All covered decks, screened porches, three season rooms, four season rooms, shall have one of the following:
      1.   Pier footings designed by a professional.
      2.   12 inch wide trench footings 42 inches in depth.
      3.   Spread footings 42 inches in depth with a minimum 8 inch masonry wall or concrete foundation wall.
Delete M1408 Vented Floor Furnaces in its entirety and all references to vented floor furnaces.
Delete chapters 25 - 32 in their entirety, and replace all references with provisions of title 10, chapter 6 of the Bettendorf, Iowa city code.
Delete chapters 34 - 43 in their entirety, and replace with title 10, chapter 4, articles A and B of the Bettendorf, Iowa city code.
Delete appendix AE304.1 Permit Fees in its entirety.
Delete appendix AG102 Definitions Swimming Pool in its entirety and replacing with the following:
Swimming Pool. Any structure intended for swimming or recreational bathing that contains water over 18 inches deep. This includes in-ground, aboveground, and on-ground swimming pools, hot tubs, and spas.
