Any change to the Comprehensive Plan shall first be reviewed by the Planning and Zoning Commission, who shall hold a public hearing thereon. The recommendation of the commission shall be given to the Council for its consideration prior to any action on the proposed modification. Modification process may be initiated by the Council, the commission, the Community Development Director, or by property owners requesting a land use change for his/her property. (2008 Code § 22-45)
