2-4C-5: QUORUM; DUTIES AND AUTHORITY:
   A.   Quorum: A majority of the board shall constitute a quorum to transact business.
   B.   Duties And Authority: The board shall:
      1.   Adopt written rules for the conduct of business;
      2.   Have the power to change and amend the rules; and
      3.   Recommend to the city council reasonable fees to be paid for the inspection of mechanical equipment installed or altered in the city. (2008 Code § 16.5-14)
