7-2-6: CONSTRUCTION STANDARDS AND SPECIFICATIONS:
   A.   Minimum Widths:
      1.   All sidewalks shall be constructed a minimum of five feet (5') in width, except that sidewalks constructed or reconstructed in blocks with existing sidewalks shall be of the same width and of the same distance from the property line as the existing sidewalks.
      2.   The sidewalks constructed at the following locations shall be six feet (6') in width:
Devils Glen Road, on the east side, from State Street to the north entrance to Crow Creek Park.
Kimberly Road, on the east side, from East Locust Street to Duck Creek.
Middle Road, on the east side, from Crow Creek to Interstate Highway 80.
State Street, on the north side, from 26th Street to the west city limits of Riverdale.
      3.   The sidewalks constructed at the following locations shall be eight feet (8') in width:
Middle Road, on the east side, from Norwood Drive to Crow Creek.
   B.   Maintenance Responsibilities:
      1.   Where a sidewalk width is six feet (6') or less, the abutting property owner shall be responsible for routine maintenance for the full width of the sidewalk, including, but not limited to, snow removal.
      2.   When the sidewalk width is greater than six feet (6'), the city shall be responsible for routine maintenance of the full width of the sidewalk, including, but not limited to, snow removal.
      3.   When an overwidth sidewalk is ordered to be constructed by the city, the adjacent property owner shall pay the cost of four feet (4') of the width, with the city paying for the width above that amount, for the entire length ordered.
   C.   Conformance With Plans And Specifications; Inspection By City: All permanent sidewalks, driveway approaches and curb cuts shall be constructed in accordance with the standard drawings and standard specifications of the city in effect at the time of construction. Said standard drawings and standard specifications shall be on file in the office of the city engineer. Portland cement concrete or asphaltic concrete shall not be placed until the preparatory work has been inspected and approved by an authorized representative of the city as being in accordance with the standard drawings and standard specifications.
   D.   Establishment Of Grade: Sidewalk grades shall be as established by city ordinance and all grades not established by city ordinance will be set by the city engineer or his representative.    
   E.   Slope; Authority; Appeal:
      1.   All permanent sidewalks shall be constructed at such height above the top of the curb as may be determined by the city engineer.
      2.   The owner of any abutting property fronting on the proposed sidewalk may, by serving a written notice to that effect upon the city engineer, appeal from the decision of the city engineer fixing the height of the sidewalk to the council. The city engineer shall report his acts and proceedings in the matter and the fact of the appeal to the council, and the council shall then determine the height above such curb at which the sidewalk shall be constructed.
