If the owner of any lot or parcel of ground in front of which a sidewalk is constructed or reconstructed fails to construct or reconstruct the sidewalk within the time prescribed by the resolution ordering the improvement, the council shall cause the improvement to be made, and the costs and expense thereof shall be assessed against the lots or parcels of ground adjoining the improvement.
