It shall be unlawful to throw, place or deposit any glass, nails or other sharp substances, ashes, cinders, straw, paper, sweepings, brush, weeds, spoiled fruit or vegetables, refuse, or rubbish of any kind, upon any sidewalk, street, alley, gutter, drain, or public ground. (2008 Code § 27-16)
