7-1-15: OPENINGS AND ENCLOSURES:
   A.   Council Permission Required: It shall be unlawful to construct or build a stairway or passageway to any cellar or basement by occupying any part of the sidewalk, street or alley, or to enclose any portion of a street, sidewalk or alley with a railing, without permission by resolution of the city council.
   B.   Openings Guarded:
      1.   It shall be unlawful to keep open any cellar door, grating, or cover to any vault on any sidewalk, street, or alley, except while in actual use, with adequate guards to protect the public.
      2.   It shall be unlawful to neglect to properly protect or guard all openings on or within six feet (6') of any street, alley or sidewalk. (2008 Code § 27-6)
