7-1-10: REMOVAL OF SNOW AND ICE FROM SIDEWALKS:
   A.   Removal Required: No owner, tenant, responsible party or person in possession or control of property shall allow snow or ice accumulations to remain upon abutting sidewalks for more than forty eight (48) hours from the end of a winter weather event.
   B.   Removal By City: Snow or ice accumulations which have remained on any sidewalk for more than forty eight (48) hours may be removed by the city. If the property owner fails to pay the costs of such removal, including a seventy five dollar ($75.00) administrative fee, the city may assess the costs against the property in the same manner as a property tax, as provided by Iowa law.
   C.   Notice To Owners: Notice to the owner or person in control of lands subject to this chapter shall be as follows: The director of community development shall cause to be published on or about November 1 of each year in a newspaper of general circulation within the city a notice stating that work of snow and ice removal is required to be done during the months of November through March, inclusive, and a statement that property owners have forty eight (48) hours within which such owners may cause the work to be done. Further, the notice shall state that failure to comply after publication of the notice will result in the work being done by the city, and the costs incurred by the city, including a seventy five dollar ($75.00) administrative fee, shall be assessed against the property in the manner provided by law.
