7-1-3: OCCUPATIONAL USE OF PUBLIC GROUNDS; PERMIT; BOND:
   A.   Permit Issuance; Conditions: The director of public works shall issue all permits for the use of streets and public grounds for the storage of materials or the use of the same by private firms or individuals, and shall prescribe, with the chief of police, the adequate use of barricades, lights or flares which are necessary by law for proper protection of the public during the life of the street or public property, occupation or obstruction.
   B.   Bond; Liability For Damages: A bond shall be required before issuance of a permit for the use of a public place and the bond, among other requirements, shall be conditioned to keep the barriers or lights properly placed and lighted during the extent of the use of the street and to pay the city any sum which the city may pay or have the expense of because of damages growing out of the occupation of the street or public property and improper maintenance of barricades, protections, flare lanterns or lights by the obligor of said bond or his agents or employees.
