7-1-2: STREET IMPROVEMENTS; PERMIT; CONFORMANCE REQUIRED:
It shall be unlawful to grade any street or to construct any sidewalk, curbing or other street improvement without first obtaining a permit from the city council, and the work shall be done in accordance with the plans, rules and specifications adopted by the council and on file in the office of the clerk. (2008 Code § 27-10)
