6-2-1: APPLICATION FOR LICENSE; REGISTRATION FEE:
   A.   Application; Contents; Form:
      1.   The owner of a bicycle may license such vehicle; and if the owner chooses to do so, the applicant shall file in the office of the city clerk an application therefor which shall state the name of the owner, the make or trade name and the manufacturer's serial number of the bicycle. The application shall be in the form prescribed by the city clerk's office and furnished in his office.
      2.   The city clerk's office shall not be required to assist in the filling out of any application but may furnish application forms to any person willing to assist in the distribution thereof in order that applicants may more conveniently secure each registration.
   B.   Registration Fee: A registration fee of one dollar ($1.00) shall be paid at the time of application.
   C.   Serial Number Defaced; Issuance Of Number By Police: If the manufacturer's serial number of any bicycle is defaced or illegible, the police department shall, on the request of the owner, stamp the bicycle with a permanent distinctive number, which number shall be stated on the application in lieu of the manufacturer's serial number.    D.   Issuance Of License Sticker; Display:
      1.   Upon the filing of an application for registration and licensing, and payment of the fee, the city clerk's office shall issue a license sticker bearing a distinctive license number, which number shall be recorded on the application.
      2.   The license sticker shall thereafter be kept securely and conspicuously attached to the frame of the bicycle. (2008 Code § 6-17)
