City departments, upon the approval of the administrator, may lease space in city facilities to a private vendor, upon such terms and conditions as are deemed appropriate, provided no such lease may extend beyond three (3) years without public hearing and council approval as provided by law; and provided further, that any such lease must provide materials and/or services complementary to the functioning of the city facility.
