A. Appointment; Approval; Salary: The City Administrator shall appoint all department heads. All department heads shall be subject to Council approval, and the salary for the department head shall be as the Council sets. (Ord. 02-18, 1-16-2018)
B. Duties Generally: The department heads shall have those duties as are in their job descriptions, prescribed by State Code or as contained in this Code. (2008 Code § 2-51)
C. Specific Officials, Duties:
1. Finance Director: The Finance Director shall consult with the City Treasurer and Mayor in addition to the City Administrator regarding investments. The Finance Director shall provide periodic reports to the Council on the state of City finances.
2. Director Of Public Works:
a. The Director of Public Works is hereby granted authority to approve the change orders on contracts for the construction or repair of public improvements; provided, that any change order shall not exceed five thousand dollars ($5,000.00) or change the size or scope of the public improvement. All other change orders shall be subject to approval by the Council. (2008 Code § 2-52)
b. The Director of Public Works or his or her designee is also authorized to review and accept on behalf of the City construction plans for subdivision improvements that are to be accepted by the City upon completion. In the event the Director refuses to accept or approve such plans, the property owner may appeal to the Council for review and decision. (2008 Code § 2-52; amd. 2015 Code)
