A. Schedule Of Fees: Pursuant to the authority granted by the Code of Iowa, the City hereby establishes the following schedule of sewer connection fees to be paid to the City by every person whose premises will be served by connection to the sanitary sewer system, which fees shall be due and payable when a sewer connection application is filed with the Director.
SCHEDULE OF FEES FOR CONNECTIONS TO THE MUNICIPAL SANITARY UTILITIES OF BETTENDORF, IOWA
1. Residential Properties:
a. For single-family, attached or detached, and multiple- family dwellings, the connection fee shall be one hundred ten dollars ($110.00) per bedroom or den.
b. For mobile home or trailer courts, the connection fee shall be two hundred twenty dollars ($220.00) per trailer lot or per mobile home, whichever is greater.
c. For hotels, motels, tourist homes and rooming houses, exclusive of restaurant facilities included as a part thereof, the connection fee shall be seventy dollars ($70.00) per lodging room. The connection fee for restaurant facilities shall be made as required below.
d. For boarding homes, nursing homes and retirement homes, the connection fee shall be ninety five dollars ($95.00) per bed.
e. For hospitals, the connection fee shall be two hundred dollars ($200.00) per bed.
f. For buildings or properties used for lodge rooms, fraternal organizations and churches, the connection fee shall be three hundred thirty dollars ($330.00).
g. For buildings used by school or other activities which are entirely tax supported, there shall be no connection fee.
h. The connection fee for each additional connection shall be one hundred fifty dollars ($150.00).
2. Commercial Uses: Buildings or properties used for commercial uses, except hospitals, churches, hotels, motels, tourist homes, rooming houses, boarding homes, nursing homes and retirement homes, permitted by title 11, chapter 7 of this code ("zoning ordinance of Bettendorf, Iowa-1959", ordinance 431):
a. For buildings used for such commercial purposes, except restaurants, drive-in restaurants, bars or cocktail lounges, automobile service stations and car washes, the connection fee shall be seventy dollars ($70.00) per one thousand (1,000) square feet or fraction thereof of floor area inside the exterior walls, excluding the basement area.
b. For restaurants, drive-in restaurants and bar or cocktail lounges, the connection fee shall be twenty dollars ($20.00) per seat. Where the number of proposed seats is not known, a factor of fifteen (15) square feet per seat shall be used.
c. For automobile service stations without car washes, the connection fee shall be three hundred seventy dollars ($370.00).
d. For service stations with car washes, the connection fee shall be one thousand two hundred seventy five dollars ($1,275.00).
e. For car washes, the connection fee shall be eight hundred forty five dollars ($845.00) per bay.
f. For drive-through car washes with a bay(s) where attendants are on duty to clean the inside of the car and dry the vehicle, the connection fee shall be as determined by the city council upon recommendation by the director.
g. The sewer connection fee for each and every building comprising part of a commercial center or planned unit development shall be considered as a separate building and shall be computed and paid separately in accordance with the provisions of this schedule. A "building site", as defined for the purpose of this section, is a structure that satisfies both the following criteria:
(1) Does not share a common wall with another structure; and
(2) Is under a single ownership.
h. The connection fee for each additional connection shall be one hundred fifty dollars ($150.00).
3. Industrial Uses: Buildings or property used for industrial uses, as defined in title 11, chapter 8 of this code ("zoning ordinance of Bettendorf, Iowa-1959", ordinance 431):
a. The connection fee shall be one hundred dollars ($100.00) per one thousand (1,000) square feet or fraction thereof of floor area inside the exterior walls, exclusive of any industrial wastes. The connection fee for each additional connection shall be one hundred fifty dollars ($150.00).
b. The connection fee for industrial uses with industrial wastes shall be determined by the city council after recommendation by the director.
4. New Building Replacing Existing Building: Should an existing building which has a connection to the public sewer be demolished or moved and a new building be constructed in lieu thereof and should the same sewer tap or building lateral be used, the connection fee shall be the difference between the old usage fee and the fee required for the new construction; provided, however, that no sewer connection refund shall be allowed. This provision shall only apply when a building permit for a new building is obtained either at the same time or within one hundred eighty (180) days of the demolition permit or house moving permit. B. Disposition Of Funds: Sewer connection fees shall be remitted to the city of Bettendorf at the office of the city clerk, and the funds so collected shall be kept in separate and distinct part of the sanitation fund to be known as the "sewer connection fund", and shall only be disbursed and used for the purposes authorized by the code of Iowa. C. Fees Required For Private Connections: Connection fees shall be required when connection is made to a private sanitary sewer, and such connection shall conform to all requirements of this chapter. (2008 Code § 31-128; amd. Ord. 06-23, 2-7-2023)
