No person shall deposit in a solid waste container or otherwise offer for city collection any hazardous substance or hazardous waste as defined in City Code 8-3-2. Hazardous substances and hazardous wastes shall be transported by the owner, responsible person or his or her agent, to a place of safe deposit or disposal as prescribed by the rules and regulations of the Iowa Department of Natural Resources. Persons improperly disposing of hazardous solid waste materials by placing them for collection at the curb shall be responsible for all costs incurred by the city on account thereof, including but not limited to costs associated with injury to city or authority personnel, damage to city or authority property, or cleanup of city or authority property or equipment.
