In interpreting and applying the provisions of this title, they shall be held to be the minimum requirements for the promotion of the public health, safety, comfort, morals, convenience, and general welfare. The Bettendorf city planning and zoning commission has given consideration to the future probable use of land in the territory affected by this title, and has prepared a comprehensive development plan showing the future development of this area which has served as a guide in the preparation of this title.
