A. Careful And Prudent Speed: Any person driving a motor vehicle on a highway shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface and width of the highway and of any other conditions then existing, and no person shall drive any vehicle upon a highway at a speed greater than will permit the person to bring it to a stop within the assured clear distance ahead, such driver having the right to assume, however, that all persons using said highway will observe the law.
B. Maximum Speeds: Unless otherwise provided by this chapter or other city ordinances and appropriately posted, the maximum permissible speed of any motor vehicle shall be as follows:
1. Business District: In a business district, twenty (20) miles per hour.
2. Residence Or School District: In a residence or school district, twenty five (25) miles per hour.
3. Suburban District: In a suburban district, forty five (45) miles per hour.
4. Alleys: In all alleys, no matter where located within the city, fifteen (15) miles per hour.
5. City Parks: In city parks, no matter where located within the city, fifteen (15) miles per hour.
6. Interstate 74: On Interstate 74, from the Iowa side point where the suspension portion of the bridge over the Mississippi River begins, through the corporate limits of the city, fifty five (55) miles per hour.
7. Interstate 80: On Interstate 80 through the corporate limits of the city, sixty five (65) miles per hour. (2008 Code § 17-285)
8. Maximum Speeds On Specific Streets: The following maximum speed limits are hereby established for the following streets:
Barcelona Street, from 53rd Avenue to Field Sike Drive, 25 miles per hour.
Barr Street, from Mount Joy Avenue to Indiana Avenue, 35 miles per hour.
Belmont Road, from Devils Glen Road to Middle Road, 35 miles per hour.
Belmont Road, from Middle Road to the west city limits of Riverdale, 35 miles per hour.
Belmont Road, from the west city limits of Riverdale to a point 1/2 mile west of Valley Drive (West Court), 25 miles per hour.
Belmont Road, from Valley Drive to a point 1/2 mile west of Valley Drive, 35 miles per hour.
Crow Creek Road, from Middle Road to Valley Drive, 35 miles per hour, except as modified in subsection B9 of this section.
Crow Creek Road, from 18th Street to Devils Glen Road, 30 miles per hour.
Devils Glen Road, from State Street to 500 feet north of 53rd Avenue, 35 miles per hour, except as modified in subsection B9 of this section.
Devils Glen Road, from 500 feet north of 53rd Avenue to 1,320 feet north of Forest Grove Drive, 35 miles per hour.
Elm Street, from 35th Street to 42nd Street, 25 miles per hour.
Field Sike Drive, from Devils Glen Road to Barcelona Street, 25 miles per hour.
Forest Grove Drive, from Devils Glen Road to the east city limits, 40 miles per hour.
Forest Grove Drive, from the west city limits to 1,000 feet east of Eagle Ridge Road, 35 miles per hour.
Gilbert Street, from 16th Street to 12th Street, 35 miles per hour.
Grant Street, from South Grant Street (on S curve) to 13th Street, 35 miles per hour.
Grant Street, from 13th Street to 26th Street, 30 miles per hour.
South Grant Street (on S curve), from 6th Street to Grant Street, 35 miles per hour.
Greenbrier Drive, from Spruce Hills Drive to Tanglefoot Lane, 30 miles per hour.
Heatherstone Road, from Crow Creek Road to Taylor Avenue, 15 miles per hour for vehicles with a gross weight on any 1 axle of a vehicle or of a combination of axles exceeding 6,000 pounds.
Hopewell Avenue, from a point 110 feet west of Whispering Hills Drive to Middle Road, 35 miles per hour.
Hopewell Avenue, from Devils Glen Road to a point 110 feet west of Whispering Hills Drive, 30 miles per hour.
Indiana Avenue, from Barr Street to Middle Road, 40 miles per hour.
Indiana Avenue, from Middle Road easterly 800 feet, 45 miles per hour.
Kimberly Road, from Mississippi Boulevard to a point 650 feet north of Duck Creek, 35 miles per hour.
Lincoln Road, from Kimberly Road to 14th Street, 35 miles per hour.
Maplecrest Road, from 18th Street to 29th Street, 30 miles per hour.
Middle Road, from Belmont Road to 710 feet south of centerline of 53rd Avenue, 35 miles per hour.
Middle Road, from Hopewell Avenue to Indiana Avenue, 40 miles per hour.
Middle Road, from Kimberly Road to 700 feet west of Oakbrook Drive, 30 miles per hour.

State Street, from 26th Street to 29th Street, 35 miles per hour.

Tanglefoot Lane, from Utica Ridge Road to Devils Glen Road, 35 miles per hour.
Tanglewood Road, from Devils Glen Road to Middle Road, 25 miles per hour.
Utica Ridge Road, from Spruce Hills Drive to Crow Creek Road, 35 miles per hour.
Valley Drive, from the point of its intersection with the city of Riverdale to the eastern corporate city limits of Bettendorf, 35 miles per hour.
6th Street, from State Street to Broadlawn Avenue, 30 miles per hour.
13th Street, from Mississippi Boulevard to State Street, 35 miles per hour.
14th Street, from Central Avenue to Middle Road, 30 miles per hour.
14th Street, from State Street to Mississippi Boulevard, 25 miles per hour.
14th Street, from 200 feet south of the center of Central Avenue to 25 feet north of the center of Central Avenue, 15 miles per hour.
18th Street, from Crow Creek Road to 53rd Avenue, 35 miles per hour.
18th Street, from State Street to Tanglefoot Lane, 30 miles per hour, except as modified in subsection B9 of this section.
18th Street, from Tanglefoot Lane to Crow Creek Road, 30 miles per hour.
18th Street, from 53rd Avenue to Barcelona Street, 25 miles per hour.

9. Maximum Speeds At Certain Times: Notwithstanding the above provisions, the following maximum speed limits are hereby established for the following streets at the times stated:
7:00 A.M. - 5:00 P.M. WHEN SCHOOL IS IN SESSION:
18th Street, from Avalon Drive to Sutton Place, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
18th Street, from Southview, north, to Tanglefoot Lane, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
18th Street from 225 feet north of Elmwood Drive to 275 feet north of Lincoln Avenue, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
Crow Creek Road from Shadowbrook Drive to 800 feet east of Shadowbrook Drive, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
Devils Glen Road from Raleigh Avenue to 400 feet north of Lundy Lane, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
Forest Grove Drive from 2,315 feet east of Middle Road to 200 feet east of Spring Creek Drive, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
Hopewell Avenue from 230 feet west of the west school entrance of Hopewell Elementary School to 50 feet west of Emery Court, 25 miles per hour. At all other times, the speed limit shall be as established in subsection B8 of this section.
