No person shall stop, stand, or park a vehicle, except a truck with a gross vehicle weight of three (3.0) tons or more at any of the following designated places except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control signal:
State Street, on the south side, from 300 feet east of 23rd Street to 410 feet west of 26th Street.
