6-1-142: PARKING RESTRICTIONS; EMERGENCY SNOW REMOVAL; CUL-DE- SACS:
   A.   Snow Emergency, Power To Declare Conferred:
      1.   The mayor, or in the mayor's absence the mayor pro tem, with advice of the city administrator and the director of public works, is hereby granted the power to declare a "snow emergency" whenever snow or ice accumulations or forecast accumulations of snow or ice, or when drifting snow has or is likely to render various streets impassable for ordinary passenger cars; and when it is necessary to prohibit or restrict parking on city streets.
      2.   A snow emergency declaration shall state the beginning time for the snow emergency. The snow emergency shall not begin until four (4) hours after its declaration. The city administrator shall inform quadcity area radio and television stations that the snow emergency parking regulations for Bettendorf will be in effect and request public service announcements to be made. Such other actions to inform the public of its duties during the emergency may be taken as are deemed by the city administrator to be advisable.
      3.   Appropriate signs giving motorists notice of this section shall be posted.
      4.   Cancellation of a snow emergency declaration, in whole or in part, shall be made in the same manner as the declaration is announced by the mayor.
   B.   Parking Of Vehicles: When a snow emergency is declared, it shall be the duty of any person having a vehicle parked on a city street to remove it within four (4) hours of the declaration and parking shall be permitted only as follows:
      1.   On all streets on which parking is allowed on both sides under current ordinance, vehicles shall be parked on the even street numbered side of the street on even days of the month until after the changeover time.
      2.   On all streets on which parking is allowed on both sides under current ordinance, vehicles shall be parked on the odd street numbered side of the street on odd days of the month until after the changeover time.
      3.   On all streets where parking is allowed on one side only under current ordinance, vehicles shall park on the side parking is allowed only on odd days of the month until after the changeover time. Parking shall not be allowed on the even days of the month.
      4.   No parking shall be allowed in the cul-de-sac portion (turnaround area) of a dead end street.
      5.   For the purpose of this section, "even days of the month" shall be defined as starting at seven o'clock (7:00) A.M. on the even day of the month and ending at seven o'clock (7:00) A.M. the following day.
      6.   For the purpose of this section, "odd days of the month" shall be defined as starting at seven o'clock (7:00) A.M. on the odd day of the month and ending at seven o'clock (7:00) A.M. the following day.
      7.   All other parking regulations and prohibitions shall remain in effect.
   C.   Changeover Time: The changeover time referred to in subsection B of this section shall be between the hours of seven o'clock (7:00) A.M. and nine o'clock (9:00) A.M. following a snow emergency declaration. During the hours between seven o'clock (7:00) A.M. and nine o'clock (9:00) A.M., vehicles may be parked on either side of a street on which parking normally would be allowed on both sides.
   D.   Towing Of Improperly Parked Vehicles: Any vehicle found to be parked where not permitted during a snow emergency may be towed away on orders of the chief of police.
   E.   Fine: Violation of the provisions of this section shall constitute a misdemeanor punishable by a fine of twenty five dollars ($25.00).
   F.   Cul-De-Sacs: No person shall stop, stand or park a vehicle in the cul-de-sac portion (turnaround area) of a dead end street after a snowfall with a total accumulation of two inches (2") or more until the paved portion of the cul-de-sac has been cleared of snow.
   G.   Certain Streets: No person shall stop, stand or park a vehicle on the following streets after a snowfall with a total accumulation of two inches (2") or more until the paved portion of the street has been cleared of snow:
Ginger Creek Road from Hopewell Avenue to end
Orchard Drive from Tanglewood Road to Tanglefoot Lane
Partridge Circle from Parkwild Drive to end
   H.    Public Parking Lots: No person shall stop, stand or park a vehicle in the 15th Street and 18th Street public parking lots between the hours of twelve o’clock (12:00) A.M. and eight o’clock (8:00) A.M. after a snowfall with a total accumulation of two inches (2") or more until the lot has been cleared of snow.
