No person shall stop, stand or park a vehicle in any of the following designated places except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control signal, during any of the times indicated:
8:00 A.M. - 4:00 P.M., WHEN SCHOOL IS IN SESSION:
Lincoln Road, on both sides, from 130 feet east of Broadview Drive to 286 feet east of Broadview Drive.
Maplecrest Road, on both sides, from 18th Street to 170 feet west of Willow Drive.
Mississippi Boulevard, on the south side, from 120 feet west of 15th Street to 170 feet east of 15th Street.
18th Street, on the west side, from 30 feet south of Parkway Drive to 540 feet north of Lincoln Road.
