A. City Authority; Parking Permits:
1. The city council shall designate those streets or portions of streets where resident only parking shall be in effect at all times or during specified hours.
2. The resident or residents of dwelling units located within two hundred feet (200') of such a designated area may obtain from the city police department for each owned vehicle a parking permit which shall allow parking on that street in compliance with any posted restriction. These permits shall not be transferable to other vehicles.
3. The city police department may also issue visitor parking permits for any dwelling unit which is within two hundred feet (200') of such an area. Visitor parking permits may be displayed only on vehicles not registered to residents of the dwelling and may be transferred between vehicles. Visitor parking permits may be displayed only by persons visiting in the home of the residents to whom the permit was issued.
B. Fee Set By Resolution: The city council shall set the fee for such permits, if any, by resolution.
C. Resident Only Parking Zones At All Times: The following areas are hereby established as resident only parking zones at all times:
Central Avenue, on the north side, from 14th Street to 15th Street.
D. Resident Only Parking; Time Restricted:
Brown Street, on both sides, from the 1500 block through the 1600 block, Monday through Friday, 7:00 A.M. to 5:00 P.M.
16th Street, on the west side, from Brown Street to Mississippi Boulevard, Monday through Friday, 7:00 A.M. to 5:00 P.M.
