3-12-3: PAYMENT FOR TRANSPORTATION:

No person shall, without having previously arranged for credit on account thereof, procure carriage or transportation by any taxicab or rent any automobile from any person conducting an auto livery, with or without a driver, without paying for such transportation or the hiring of such vehicle. (2008 Code § 30-3)
