(A) No site plan shall be approved unless it is in proper form, contains all the required information and is in conformance with these regulations and with all other ordinances of the city.
(B) The City Community Development Director may approve the site plan when the above requirements have been met and when all the following specific requirements have been met:
(1) The proposed use and construction conforms to Chapter 158 of this code of ordinances;
(2) The lot has been platted or subdivided in accordance with Chapter 154 of this code of ordinances;
(3) All of the public improvements enumerated in Chapter 154 of this code of ordinances either have been installed or are included in the development plan; Provided where an existing paved public street abuts the property the street improvements of Chapter 154 shall not be required; improvement abutting water mains to current city specifications shall not be required where the proposed building is within 300 feet of an adequate fire hydrant as determined by the fire chief and where the existing water service is adequate to serve the new facility as demonstrated by a hydraulic analysis of the water flow at the building site. For site plans for parking lots the requirements stated above dealing with storm drainage shall be included but no water, sewer or street improvements shall be required as part of the site plan;
(4) The proposed driveways, parking spaces, loading spaces and sidewalks are designed to provide an efficient and safe movement of traffic;
(5) Screening is provided as required by ordinance; and
(6) The proposed method of providing for stormwater drainage, both surface and subsurface, is in conformance with the requirements contained in § 154.56 pertaining to design standards for storm drainage facilities. The Director shall not approve any site plan that is contrary to the provisions of this code and other current ordinances or statutes. Neither shall the director disapprove the site plan on grounds other than a documented deviation from this code or other current ordinances or statutes.
(C) Site plans other than those approved by the Community Development Director may be approved by the City Council, following approval by the Planning and Zoning Commission. The site plans shall be submitted to the city staff at least 14 days prior to any regular meeting of the Planning and Zoning Commission.
(D) If the submitted site plan does not comply with an approved development plan, any condition imposed on that development plan or applicable regulations of the zoning ordinance, the Community Development Director must disapprove the site plan and advise the applicant in writing of the specific reasons for disapproval.
