(A) A bona fide resident of the city is a person, who at the time of death, or at the time of purchase of the lot, shall be physically residing within the boundaries of the city or shall have maintained for more than one year next preceding the date of purchase a permanent residence available for use if he or she is temporarily away due to employment, military service or illness.
(B) All of the unsold lots in the cemetery shall be valued and sold from time to time at the following rates:
(1) For each burial site sold to a bona fide resident of the city: $350.
(2) For each burial site sold to a non- resident of the city: $2,250.
(C) No person shall be buried in any lot in the cemetery until burial site is fully paid for.
