(A) No person shall alter, destroy, deface, molest, interfere, tamper, injure, knock down, remove and have, in his or her possession, any traffic-control device.
(B) This section shall not apply to any of the following persons when acting within the scope and duty of their employment:
(1) Any officer, agent, independent contractor, employee, servant or trustee or any governmental agency; or
(2) Any officer, agent, independent contractor, employee, servant or trustee of any contractor, public utility or railroad company.
