§ 124.03 PERMIT REQUIRED.
   Except as otherwise provided in § 124.04, it shall be unlawful without a film permit from the city for any person to engage in filming activity as defined in § 124.02 at any place within the city, other than an established studio as defined in § 124.02 or within an enclosed structure or building.
