§ 158.004 SCOPE.
   (A)   Except as otherwise provided, no land shall be used for any purpose other than one that is allowed by the provisions of this zoning ordinance.
   (B)   No building, structure or improvement shall be made, erected, constructed, moved, altered, enlarged or rebuilt, or arranged in any manner except as allowed by this zoning ordinance.
   (C)   Buildings, structures and land may be used and occupied only in compliance with the provisions of this zoning ordinance.
   (D)   All lots created or modified must comply with all applicable provisions of this zoning ordinance.
   (E)   Nothing in this chapter shall be construed to apply to telephone exchange buildings.
