§ 1486.14 HOTELS AND LODGING HOUSES.
   The following provisions apply to all lodging houses in the city and, except in the case of a conflict with state law or with the regulations of a state board or agency, to hotels.
   (A)   No person shall operate a hotel or lodging house, or occupy or let to another for occupancy any rooming unit in a hotel or lodging house, without complying with all provisions of this chapter (except §§ 1486.09 and 1486.13) and Chapter 848.
   (B)   At least one flush water closet, lavatory basin and bathtub or shower, properly connected to the water and sewerage system of the city and in good working condition, shall be supplied for each eight persons or fraction thereof residing in a hotel or lodging house, including members of the operator’s family wherever they share the use of the facilities. However, in a hotel or lodging house where the rooms are let only to males, flush urinals may be substituted for not more than one-half the required number of water closets. All facilities shall be located in the dwelling so as to be reasonably accessible from a common hall or passageway to all persons sharing the facilities. Every lavatory basin, bathtub and shower shall be supplied with hot water at all times. No facilities shall be located in a basement except by the written approval of the Board of Health.
   (C)   The operator of a hotel or lodging house shall change supplied bed linen and towels therein at least once each week and prior to the letting of any room therein to any occupant. The operator shall maintain all supplied bedding in a clean and sanitary manner.
   (D)   In a hotel or lodging house, a room which is occupied for sleeping purposes by one person shall contain at least 70 square feet of floor space, and such a room which is occupied for sleeping purposes by more than one person shall contain at least 50 square feet of floor space for each occupant thereof.
   (E)   Every rooming unit in a hotel or lodging house shall have safe, unobstructed means of egress leading to a safe and open space at ground level.
   (F)   The operator of a hotel or lodging house is responsible for the sanitary maintenance of all walls, floors and ceilings and the maintenance and sanitary condition of every other part of the hotel or lodging house. The operator is further responsible for the sanitary maintenance of the entire premises if the entire structure or building is leased or occupied by the operator.
