No person shall occupy as owner-occupant, or let to another for occupancy, a dwelling or dwelling unit, for the purpose of living, sleeping, cooking or eating therein, which does not comply with the following standards.
(A) Every dwelling unit shall contain a kitchen sink in good working condition and properly connected to the water and sewerage system of the city.
(B) Unless otherwise provided for in division (D) hereof, every dwelling unit shall contain a room which affords privacy to a person in the room and which is equipped with a flush water closet and a lavatory basin in good working condition and properly connected to the water and sewerage system of the city.
(C) Unless otherwise provided for in division (D) hereof, every dwelling unit shall contain, within a room which affords privacy to a person in the room, a bathtub or shower in good working condition and properly connected to the water and sewerage system of the city.
(D) The occupants of not more than two dwelling units may share a single flush water closet, a single lavatory basin and a single bathtub or shower if all of the following provisions apply:
(1) Neither of the two dwelling units contains more than two rooms. For the purposes of this division, a kitchenette or an efficiency kitchen with not more than 60 square feet of floor area shall not be counted as a room.
(2) The habitable area of each dwelling unit is not greater than 250 square feet of floor area.
(3) The water closet, lavatory basin and bathtub or shower is in good working condition and properly connected to the water and sewerage system of the city.
(E) Every kitchen sink, lavatory basin, bathtub and shower required by divisions (A) through (D) hereof shall be properly connected with both hot and cold water lines.
(F) Every dwelling unit shall have adequate garbage disposal facilities or garbage storage containers in accordance with these Codified Ordinances.
(G) Every dwelling unit shall be supplied with adequate rubbish storage facilities, the type and location of which are in accordance with these Codified Ordinances.
(H) Every dwelling shall have water-heating facilities which are properly installed, maintained in safe and good working condition, properly connected with the hot water lines required by division (E) hereof and capable of heating water to such a temperature as to permit an adequate amount of water to be drawn at every required kitchen sink, lavatory basin, bathtub or shower, at a temperature of not less than 120ºF. The supplied water-heating facilities shall meet the requirements of this division when the dwelling or dwelling unit heating facilities required by § 1486.10(E) are not in operation.
(I) Every dwelling unit shall have two safe and unobstructed means of egress leading to safe and open space at ground level.
