(A) No person shall keep, conduct or operate a garage in the city without first obtaining a license therefor.
(B) The license shall state the location of the garage and the number and description of the vehicles (with the seating capacity thereof) which the licensee keeps or intends to keep at the licensed garage to be let or hired for reward.
