If the Director denies issuance or renewal of the ROL or revokes the ROL issued pursuant to this chapter, this action is final unless the applicant or registrant files an appeal with the Appeal Board in accordance with the Administrative Review Act. The Appeal Board will consist of five people appointed by the Mayor with advice and consent of Council and shall be made up of at least two elected officials and at least two residents and/or multi-tenant property owners.
