Where all of the proceeds of any game, exhibition, concert or other amusement inures exclusively to the use and benefit of a charitable, religious or educational institution or purpose, and where proof of this fact is furnished in a manner satisfactory to the Director of Finance, then the license fees required by § 801.13(C) may be waived by the Mayor and the required license issued without any charge therefor.
