(A) Pursuant to the powers granted the city by the home rule provisions of the Illinois Constitution of 1970, no person younger than 21 years of age shall purchase or obtain any alcoholic liquor, beer and wine included, in any place in the city where alcoholic liquor is sold.
(B) No person younger than 21 years of age shall have in his or her possession, either actually or constructively, any alcoholic liquor, beer and wine included, on any street or highway or in any public place or place open to the public in the city.
(C) No person younger than 21 years of age shall misrepresent his or her age for the purpose of purchasing or obtaining any alcoholic liquor in any place in the city where alcoholic liquor is sold.
(D) In every place where alcoholic liquor is sold or dispensed, there shall be displayed at all times, in a prominent place, a printed card, which shall be supplied by the City Collector and composed by the City Clerk, which shall advise both the holder of the retail liquor dealer’s license and the patron of the provisions of this section relating to sales to minors and warning that violators of the provisions shall be prosecuted and that the provisions of this section shall be strictly enforced.
(E) No holder of a retail liquor dealer’s license, as provided for in this chapter, or his or her agent or employee, shall suffer or permit a person younger than 21 years of age to be or remain in any room or compartment adjoining or adjacent to or situated in the room or place where the licensed premises are located. This division does not apply to a person younger than 21 years of age who is accompanied by his or her parent or guardian, or to any licensed premises on which the principal business is the sale of services or other commodities other than alcoholic liquor.
(F) No person shall sell, give or deliver alcoholic liquor of any kind, beer and wine included, to a person younger than 21 years of age.
(G) No person younger than 21 years of age shall draw, pour or mix any alcoholic liquor as an employee of a retail liquor dealer licensed under this chapter. No person younger than 21 years of age shall attend any bar or draw, pour or mix any alcoholic liquor on any premises licensed under this chapter.
(H) This section does not prohibit a person younger than 21 years of age, who is employed by a retail liquor dealer licensed under this chapter, or in any premises licensed hereunder, as a waiter or waitress, from delivering, for consumption on the premises, any alcoholic liquor drawn, poured or mixed in conformity with this chapter.
(I) In addition to the penalty provided in § 804.99, the Liquor Control Commissioner may suspend or revoke the license of a retail liquor dealer for a violation of any of the provisions of this section.
(J) No person under 21 years of age shall purchase any alcoholic liquor or shall accept a gift of alcoholic liquor or shall have alcoholic liquor in his or her possession. The possession and dispensing, or consumption by a person under 21 years of age of alcoholic liquor in the performance of a religious service or ceremony in the presence and with the approval of his or her parent or legal guardian, or the consumption by a person under 21 years of age under the direct supervision and approval of his or her parent or legal guardian in the privacy of a home, is not prohibited by this section.
