This chapter does not apply to an activity carried on or operated by a governmental institution or jurisdiction or by a recognized eleemosynary institution or organization, except that the activity shall comply with § 802.10. Except as otherwise provided in this chapter, the activity shall be issued a business regulation certificate without charge.
