§ 802.10 CRITERIA FOR DENIAL OF CERTIFICATES.
   No certificate for the operation of a commercial or industrial establishment in the city shall be issued if one or more of the following conditions are determined, by the Mayor or other officer as may be designated by the Mayor, to exist:
   (A)   The building or premises of the establishment does not comply with the building, zoning, fire and health regulations of the city or any other ordinance or regulation of the city.
   (B)   The building or premises of the establishment is unsanitary or unsafe so as to endanger the public health, safety or welfare.
   (C)   The owner of the commercial or industrial establishment is indebted to the city in any amount.
