(A) The owner of each commercial or industrial establishment with buildings or premises in the city shall file with the City Collector, on a form provided by the city, an application for the business regulation certificate required in § 802.04 to operate the commercial or industrial establishment in the city, not later than January 1 of each year or at a time as the commercial or industrial establishment wishes to commence operation in the city.
(B) A cashier shall stamp all receipts for new business applications with the following:
