(A) No person shall engage in the business of a commercial or industrial establishment, business and/or commercial enterprise or other activity herein enumerated or otherwise provided for, without having first obtained a certificate therefor.
(B) The multiple use of the same office facilities shall require an individual registration for each separate use. Accounting records shall be used to determine if separate or multiple uses are being conducted in the same office facilities.
