§ 672.14 DUMPSTER REGULATIONS.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      DUMPSTER. Any container suitable for the collection of building materials, debris or similar materials, which has a width of at least five feet, a length of at least five feet and a depth of at least three feet.
      PUBLIC WAY. Includes all sidewalks, streets, thoroughfares and alleys located within the city.
   (B)   Prior to the location of any dumpster in the city, the owner of the dumpster shall:
      (1)   Be responsible for the dumpster to be leak-resistant and rodent-resistant and to maintain the dumpster in good condition and repair;
      (2)   Obtain a license for the City Collector’s office and pay the appropriate fee;
      (3)   Provide proof to the City Collector’s office of liability insurance, naming the city, as an additional insured, against loss, claim, casualty and liability arising from the drop-off and pick-up, maintenance and use of the dumpster;
      (4)   Indelibly label the dumpster, on at least two sides, in letters no less than one inch high, in a color that contrasts clearly with its background and placed on a vertical surface, the name, address and telephone number of the owner of the dumpster; and
      (5)   Obtain a permit for the dumpster from the city’s Building Department and pay the appropriate fee.
   (C)   The owner of any dumpster located in the city shall:
      (1)   Properly maintain the dumpster in a clean and safe condition;
      (2)   Provide for a cover or other means to keep rodents, unauthorized recyclers and children from entering the dumpster or otherwise removing any items out of the dumpster;
      (3)   Provide for all safety requirements of § 672.11; and
      (4)   Provide for the prompt removal of the dumpster once the dumpster is full or five days after it has been dropped off at any location in the city, whichever first occurs.
