(A) Establishment; composition. There is hereby established an executive department of the city, under the general supervision of the Director of Public Works, to be known as the Waterworks and Sewerage Department. The Department shall include a Superintendent of Water and subordinates and assistants as the Mayor and Council provide by ordinance.
(B) Superintendent of Water.
(1) Appointment; bond; compensation. The Superintendent of Water shall be appointed by the Mayor, with the advice and consent of Council, in the same manner as other city officers are appointed. In addition to his or her regular compensation, the Superintendent shall receive an annual salary for his or her duties as a member of the Board of Local Improvements.
(2) Duties generally. In addition to the duties set forth in these Codified Ordinances, the Superintendent shall perform other duties as may be required of him or her by the Director of Public Works, as well as duties fixed by Council.
(3) Annual reports. The Superintendent shall present to Council, on or before March 1 of each year, a complete and detailed report regarding the transactions, revenues, cost of repairs, maintenance, condition and management of the Department for the preceding fiscal year, including a complete statement of the financial condition and property interest of the Department. On or before December 15 of each year, he or she shall present to the Director of Finance an estimate of what sum, if any, will be needed by the Department, in addition to the revenue thereof, to meet its obligations in the ensuing year.
(4) Records of permits. At the time a permit issued under the Department is granted, the Superintendent shall enter, in a book provided for that purpose, a record of the permit, showing the size of the connections, the size of the meter and the amount of all charges and fees collected.
(C) Jurisdiction of Department. The Department, under the general supervision of the Director of Public Works and under the day-to-day direction of the Superintendent of Water, shall supervise, manage and control, subject to the Mayor and Council, the maintenance, enlargement and operation of the waterworks and sewerage system now owned by the city and under its control, the procuring and selling of water thereby and the preservation of the property thereof.
(D) Personnel. The Superintendent, with the concurrence of the Director of Public Works and the Mayor, shall appoint and remove all employees of the Department. Compensation to be paid to the employees shall be fixed by Council.
(E) Office hours. The office of the Department shall be open to the public from 9:00 a.m. to 5:00 p.m. Monday through Friday and from 9:00 a.m. to 12:00 p.m. Saturday. The office shall be closed on Sundays and legal holidays.
