(A) It shall be unlawful to burn any refuse, garbage or trash outside of any enclosed building in the town.
(B) It shall be lawful to burn grass, leaves, sticks or other organic matters outside of any enclosed building; provided:
(1) The fire is attended at all times; and
(2) The resident uses safe fire containment practices such as not burning on windy days, in extremely dry conditions, or when state or county burn bans are in effect.
