§ 37.03 PUBLIC COMMENT AT TOWN MEETINGS.
   (A)   Public comment allowed. The public shall be allowed to comment at each public meeting of the town in strict compliance with this policy.
   (B)   Sign-up sheet. The town’s Clerk-Treasurer shall place a sign-up sheet at each public meeting. Any citizen wishing to make a public comment must sign this sheet. If the citizen wishes to speak to an item on the agenda, that citizen must specifically designate each agenda item he or she will address. If the citizen wishes to make a general comment unrelated to any item on the agenda, the citizen shall so indicate by placing a mark by “general comment” on the sign-up sheet. The sign-up sheet shall be substantially in the form of Exhibit “A” attached to the resolution codified herein and incorporated herein by this reference.
   (C)   Limitation on time. Each person executing the sign-up sheet shall limit his or her comments to three minutes for each agenda item identified by the citizen on the sign-up sheet. Any general comment unrelated to an agenda item shall be limited to three minutes.
   (D)   Group comments. Any group or association containing people with substantially similar views shall select a spokesperson for such group or association and use their best efforts to avoid duplication.
