§ 20.002 ELECTION
   The election of a mayor and members of the city council shall be conducted in a nonpartisan manner pursuant to KRS Chapter 83 A. Pursuant to KRS 83 A.045(2)(b) the nonpartisan primary election for the nomination of candidates to elected city offices is eliminated.

ARTICLE II. MAYOR
§ 20.100 COMPENSATION
   The salary of the mayor shall be the sum of twelve thousand dollars ($12,000.00) per annum, payable monthly. The mayor shall be allowed an amount not to exceed one thousand two hundred dollars ($1,200.00) per annum for his expenses, payable upon proof of actual expenditures.

§ 20.101 GENERAL DUTIES
   The mayor shall be vested with the executive authority of the city and shall exercise such authority as may be authorized by Kentucky law. The mayor shall see that the laws and ordinances of the city are duly enforced and observed, and are faithfully executed. The mayor may require information, in writing, from all officers of the city upon any subject relating to the duties of their respective offices.

ARTICLE III. CITY COUNCIL
Division 1. General Provisions
§ 20.200 COMPOSITION
   The legislative authority of the city shall be vested in the city council which shall consist of eight (8) members, each of whom shall be elected by the qualified voters of the city at large.

§ 20.201 COMPENSATION
   Each councilmember of the city shall receive as compensation the sum of four hundred dollars ($400.00) per month, to be paid monthly.

§ 20.202 STANDING LEGISLATIVE COMMITTEES
   (A)   The following shall constitute the standing legislative committees of the city council:
      (1)   Audit and finance
      (2)   Public works
      (3)   Personnel
      (4)   Economic development
      (5)   Parks Department
   (B)   The jurisdiction of each standing committee shall not be limited to the areas enumerated. Each standing committee shall consist of four (4) members, including a chairperson. No committee shall perform any executive function except as assigned by statute.
   (C)   The Council shall organize the Standing Legislative Committees within 30 days following the enactment of this section, and thereafter in the month of January following a general election in which council members are elected, by selecting the members and chairperson for each committee.

§ 20.203 SPECIAL COMMITTEES
   The mayor shall appoint such special committees as he may deem necessary, and may prescribe their authority, term of existence and size. For purposes of advising the executive authority, these committees shall function upon specific request of the executive authority to inquire into and advise on particular matters specifically referred to the committee. The report and recommendation of a committee, if any; shall be directed to the mayor.

§ 20.204 COMMITTEE MEMBERSHIP
   The mayor may appoint members of special committees, and shall designate the chairman of each committee.

Division 2. Meetings
§ 20.250 REGULAR MEETINGS
   The city council shall meet twice monthly in regular session, on the first and third Tuesday of each month. The meeting shall begin at 6:30 p.m., prevailing time, in the city council chambers.
