The Director of Public Safety may from time to time amend the rules and regulations adopted pursuant to Section 705.01, considering the factors described in subsection 705.01(b). Any such amendments shall be issued by the Director of Public Safety in the form of a written rule or regulation which shall establish the date upon which such amendment is to become effective. Prior to such effective date such Director shall cause a copy of such rule or regulation to be filed in the office of the Clerk of Council. Upon such effective date the Director shall cause any traffic control device or parking meter pertinent to such amendment to be established, changed or removed as directed by such amendment.
