535.15 RESTRICTIONS ON SALE OR DISPOSAL OF MOTOR VEHICLES OR PARTS.
   No licensee, either acting for himself or itself, or by or through his or its agent or employee, shall wreck, tear down, paint or otherwise destroy the identity of, or dispose of, or allow to be taken out of his or its possession, any secondhand motor vehicle, part or accessory purchased or otherwise secured by, or left for sale with him or it until twelve hours after the report provided for in Section 535.16 has been made to the Police Chief. However, the Police Chief may, after proper report is made to him, grant a special permit to a licensee permitting a secondhand motor vehicle, part or accessory, which is described in such special permit, to be sold or disposed of and delivered to another, when the Police Chief has investigated and determined that there is no question as to the ownership of the secondhand motor vehicle part or accessory.
