(a) No tree having a d.b.h. of eight inches or greater on any parcel defined in subsection (b) hereof shall be cut down or effectively removed unless in conformance with the regulations of this chapter.
(b) This chapter shall apply to all vacant land in the City regardless of size and all developed parcels of one acre or more.
(c) Any land clearing or grading of a parcel defined in subsection (b) hereof shall require the submittal of a tree survey to the Shade Tree Commission prior to issuance of a permit and conform to the regulations in this chapter.
(d) Parcels or lots of less than one acre, and improved with a building as of the date of the effective date of this section, are exempt from the regulations of this chapter.
