Whoever violates any provision of this chapter or fails to comply therewith shall, for each violation or noncompliance be deemed guilty of a minor misdemeanor for a first offense, and for a second or subsequent offense within one year be deemed guilty of a misdemenaor of the fourth degree. Each day of any violation or failure to comply shall constitute a separate offense.
