Any person aggrieved by a determination of the City Engineer or Service Director may appeal such determination to the Municipal Planning Commission. Such appeal must be made in writing to the Secretary of the Commission and filed with and received by the Secretary within fifteen days from the mailing date of the notice of violation. Such written appeal must state the reasons for appeal. Within thirty days of the filing of such appeal, the Municipal Planning Commission shall hear the appeal. Within twenty-one days after the hearing, the Municipal Planning Commission shall affirm, modify or reverse the determination of the City Engineer or Service Director and shall notify the appellant in writing of its decision. Further appeal of the decision of the Municipal Planning Commission may be taken in accordance with applicable law.
