No person shall construct or connect to any sanitary, storm or combined sewer or drain, or open any trench or remove any paving for such purpose within the limits of any street, lane, alley or other public grounds, without first obtaining a written permit from the Building Inspector for each connection for which the permit is sought. No such work shall be commenced or prosecuted unless the permit is upon the premises and in the possession of the person in charge of the work. Each applicant shall pay for each permit such fee as provided under the Building Code for each connection so made.
