Charges or rentals hereby levied upon lots and premises shall become due and payable in quarterly periods which shall correspond to the same quarter periods wherein the water rates become due. Such charges or rentals are hereby made a lien upon each lot or premises on which is located any building possessing sanitary sewer connections. If not paid within sixty days after the time such charges or rentals are due, the same shall be certified to the County Auditor, who shall place them upon the tax duplicate of the County with the interest and penalties allowed by law and collected as other municipal taxes are collected.
