313.05 OVERCHARGE; USE OF SEPARATE METER.
   In any case which, in the judgment of the Director of Public Service, is being unfairly charged because of the fact that a substantial part of the water used does not flow into the sanitary sewerage system, it shall be the duty of the Director to investigate the premises or lot thus mentioned, and if he finds an overcharge is being made, he may allow the user to purchase, at the user's expense, a separate meter acceptable to the Director, and exempt from a sewer rental charge that metered portion of the total gallonage used which is not delivered to the sanitary sewer.
